EDIT: After a little searching, it seems the max number of drivers is 154, allowing one to have 31 fully staffed garages. Interesting. I have had 3 garages at 100% with only 3 drivers in each garage. The number of drivers is not the critical factor I think. I have started a new profile with hard economy and am the only truck in headquarters. .
